EFS Refrigerated Freight Report September 23 2025

Overview & Projections

Last week, spot rates, outbound tender rejections, and tender volumes all saw a decline. Sufficient capacity is helping to keep market rates stable. However, contract rates are on the rise, increasing by over 5% in the last month and more than 4% compared to last year. As more carriers shift towards contracts, now is a great opportunity to secure quality rates before peak season begins. Some regional volatility is present, particularly in upstate New York and Pennsylvania, where areas like Erie, Rochester, and Buffalo have experienced rejection rates above 10%, causing rates to climb for shipments heading south. On a positive note, the absence of concerning weather systems is an encouraging sign for the current freight market.

Arizona

Growing season is underway. Favorable rates persist. Quality area to secure trucks.

California (Northern)

California as a whole is improving which will benefit Northern and Central parts. Carriers can lean towards contracts in this timeframe.

California (Southern)

Shouldn’t alter until fall shipping picks up. Moderately tight coverage are holding true. No real concerns.

Carolinas

South Carolina is moderately tight and North Carolina will be slightly better. The farther north you move, the better rates will be.

Eastern United States

Central and Eastern Pennsylvania as well as New Jersey are maintaining difficulty. The Northeast is stable and spot rates are more generous.

Florida (Northern)

Carriers are actively searching for Florida and Georgia freight. Favorable outbound rates are prevalent. Inbound rates will rise.

Florida (Southern)

Minimal outbound shipments. Carriers will deadhead north to Northern Florida or Georgia

Georgia

Carriers are actively searching for Florida and Georgia freight. Favorable outbound rates are prevalent. Inbound rates will rise.

Idaho

Steady market right now. With Washington and Oregon improving, Idaho won't be as demanding as previous weeks.

Midwest

Chicago, Central Indiana, Southern Ohio, Southern Wisconsin and Western Michigan are the most demanding areas to secure trucks.

New York

Apple shipments are in full swing and causing carrier constraints throughout Upstate New York.

Oregon/Washington

Oregon is also somewhat strengthening this week. Pendelton and Yakima will be more difficult than all other areas within the region.

Texas

South Texas is remaining tighter, along with Dallas. Houston is trying to shift and strengthen. All other areas are stable.
