Overview & Projections

States across the nation are being forced to halt noncitizen Commercial Driver's License (CDL) issuance until they can comply with new federal rules and regulations, creating potential disruptions in the transportation market.

California is expected to face the most significant impact, as Federal Motor Carrier Safety Administration (FMCSA) auditors have found that 25% of non-domiciled CDLs are in violation of current regulations. Colorado, Pennsylvania, South Dakota, Texas, and Washington are also areas of concern that could experience similar disruptions.

This regulatory enforcement comes at a time when month-over-month spot market rates are decreasing while volumes are increasing, indicating that carriers are preferring contracted rates. Smaller markets like Montana and North Dakota continue to show the highest week-to-week shifts, though they aren't significantly impactful to the overall market.

While hurricane weather won't make an impact this week, potential storm formation in the Atlantic next week remains worth monitoring.

Arizona

Once outbound shipments begin shipping out of Yuma, this area will shift. No real change just yet.

California (Northern)

Area continues to stabilize. Produce quantities will start declining this month. Be wary of product issues during transition.

California (Southern)

Positive market this time of year. Demand won’t rise until produce quantities move south.

Carolinas

The Carolinas haven’t been able to establish strong availability. Carriers remain scattered.

Eastern United States

Pennsylvania and New Jersey are sustaining demanding conditions. In the Northwest, Massachusetts, Rhode Island, ad Connecticut are more challenging especially near Boston.

Florida (Northern)

Georgia market is moving in Savannah & Atlanta. Expect moderately tight conditions in those areas. Florida is neutral & not shifting as much.

Florida (Southern)

Reliable coverage is maintaining. Won’t alter this week but may shift in the near future.

Georgia

Georgia market is moving in Savannah & Atlanta. Expect moderately tight conditions in those areas. Florida is neutral & not shifting as much.

Idaho

Establishing challenging conditions as Eastern Oregon is hindering coverage. This will persist week to week.

Midwest

Ohio is trying to improve, while all other areas will be consistent. Wisconsin, Indiana, & Western Michigan carriers will seek higher rates.

New York

Upstate New York has less availability than Eastern areas. Multi-picks will cost more Upstate over the Valley.

Oregon/Washington

Region maintains strong load volumes. Overall, Oregon is presenting tougher conditions than Washington.

Texas

Only shift this week is Houston may tighten some. South Texas & Dallas are going to be more limited. Stable in other parts.
